The Towns of Clarkson and Sweden have long shared a variety of services in order to provide those services in the most cost-effective way.
As such, Clarkson has entered into an assessment agreement that will allow Sweden’s Assessor Tammy Baker and
Assistant to the Assessor Darla Emmerson to become Clarkson’s assessment team as well.
With a combined 39 years of assessment experience, Clarkson residents will receive the same great service that they are accustomed to.

Grievance Day and the Board of Assessment Review
The Board of Assessment Review is scheduled to hear complaints on Wednesday May 28th, 2024 between the hours of 4:00pm and 8:00pm at the Clarkson Town Hall – 3710 Lake Rd. N, Clarkson, NY. Grievance appointments will be scheduled prior to this date, however 8:00pm on May 29th, 2024 is the last possible time that a Grievance application can be accepted at the Town Hall. Grievance applications will be accepted in person, via mail or Town Hall drop box.

CLARKSON 2026 ASSESSMENT UPDATE
As Assessor for the Town of Clarkson, I addressed the Town Board on October 14, 2025, about doing a municipal-wide reassessment to ensure that assessments are fair and accurate. The last time a municipal-wide reassessment was conducted was in 2023, at which time the Town was given a 100% equalization rate. Since then that rate has dropped significantly: in 2024, NYS reduced it to 96% and then in 2025 it was reduced to 84%. At this rate, if the Town does not do a reassessment, the equalization rate will most likely drop to the lower 70s. What this means is that all properties are selling for more than they are currently valued at, residential, commercial, and vacant land.
Maintaining a 100% equalization rate is important to both the Town and the taxpayers. The rate is used in state aid formulas across each taxing authority, it is used in sales tax calculations, special franchise values, and property tax exemptions. There are also other factors for which it is used. Especially for apportioning the taxes for the school districts and the fire districts.
In order for the Town to receive a 100% equalization rate, residential values could see an increase somewhere between 30% to 40%. Some could be higher based on style, neighborhood, acreage, and location. Vacant land and commercial properties will also see an increase as well as special franchise and utility properties. The goal is to mail out changes of assessment notices by March 1, 2026. The notices will have information; if you have any questions or disagree with the new assessment, you can schedule an informal review by appointment. At this time, there will also be a sales book for taxpayers to review.
As always, conducting a reassessment does not mean that your taxes will automatically increase. Your taxes may increase, decrease, or remain the same. We will hold a public informational meeting at Clarkson Town Hall on February 5, 2026, 6:00-7:00 pm., to explain the assessment process. NYS Real Property analysts will be at the meeting as well.

Real Property Valuation
The Assessor estimates the value of real property in the Town of Clarkson for taxation purposes and prepares the annual assessment roll. On grievance Day, an assessment review board hears property owner complaints and may make adjustments to assessments.

Available to all persons who own and live in a one, two or three-family residence, condominium or mobile home cooperative.
Enhanced
Available to persons age 65 or older. The property must be the primary residence and household income (income of all owners and owner’s spouses who reside on the property) must not exceed the maximum income allowed for the specified year. For the most current eligibility requirements follow the link for the new or renewal Star Application or contact the assessor. This exemption must be renewed each year by March 1.
